last week after installing McAfee Enterprise Antivirus 8.7 and uninstalling it, I got this strange new look of my windows XP search Toolbar. That friendly dog just came staring at me and barking but there was no text. you know which text I am talking about, if no there is a balloon over the dog's head in which you can modify your search terms. that was completely disappeared.
after spending a whole week on searching for the solution and testing different of them, this last one seemed to work.
the guy who posted this solution emphasized on the issue which causes this problem and that is uninstalling AV.
anyway, now it's solved and I am happy.
here is the solution for you with the same problem :
try to run each line in the "RUN" section of Start Menu:
regsvr32 urlmon.dll
regsvr32 jscript.dll
regsvr32 wshom.ocx
that should fix your problem.
